SMART METERS: No Federal Mandate

THERE IS NO FEDERAL SECURITY MANDATE FOR SMART METERS, according to George W. Arnold the national coordinator for smart-grid interoperability at the National Institute of Standards and Technology. This agency of the U.S. Department of Commerce is said not to be involved in regulations but is only tasked with promoting standards among industries.

While both the 2005 and 2007 faux energy bills were codified into public laws, NO part of them creates a federal law pertaining to individual consumers or dictating that the public must be forced to comply with provisions of SMART Grid.

Contrary to the bleating of manufacturers and utility talking heads, who claim there is no “opt out”, the fact is you, the consumer must be offered the meter, or request a meter and “OPT IN”. No one can be forced to comply with an unrevealed contract between private corporations, and to which you were never a party and had no knowledge of.

Smart Meters – A Call For Public Outrage

Smart meters are the latest technological imposition of utilities generating power to force with no option to opt out a system of control of billing power consumption of consumers at peak energy time rates. This should come as no surprise, but Smart Grid is an Agenda 21 population control Carbon Tax based population TAX ! There is no Federal Law mandating Smart Meters, and even if there was it would be between the Utilities and Federal Regulators and cannot include a non-contracted third party, the consumer. It violates the Federal Wiretapping Laws and clearly builds databases for sale of private information of power usages with the electrical signature of every appliance and time use in the home. This is powerful marketing and control data in the hands of control-freak bureaucrats and marketing gurus.

Smart Meters thus have two primary areas of contention. First, they are a bold invasion of privacy and purport to have authority to gather data and modify behavior and consumption patterns of unwitting power consumers and market data to third parties and government and policing agencies. Second, they are a Class 2b Carcinogen even by WHO standards, and the mountain of toxic data is mounting that Smart Meters are thousands of times more toxic than even cell phones, causing cancer, insomnia, and numerous medical problems. The biological basis is energy transferred to cell membranes and molecules that open calcium and other ion channels and disrupt the non-covalent Van der Waals hydrogen bonds that hold the fragile double helix of DNA intact and cause 4D enzyme active site disruption with disturbed enzyme KMax and nutrient-enzyme interactions and cellular communications.

Utilizing an advanced ElectroSmog Electropollution Detector from Germany HF 35C 800 MHz – 2500 MHz, the Smart Meter from SDG&E placed on my home without notice Nov 2010 was tested last week. Sempra Utilities SDG&E’s Smart Meter produced a burst of ELF microwave radiation 1000s more powerful than a cell phone call at greater than 2000 uW/meter squared power levels every 5 to 15 seconds throughout the day and night. This meter is 10 feet from my studio broadcast desk. Testing beside my wife’s side of our bed, Friday August 26th 2011, pointed 20 yards to our neighbors garage mounted SDG&E meter, every 2 to 5 seconds a burst of ELF microwave radiation was detected over limit 2000+ uWatts of power per square meter.

What is the challenge and what must we do? We must first join by informing our neighbors and communities that we only win if all ELF pollution is dramatically reduced resulting in elimination of ALL Smart Meter Systems, reduction of Cell Towers and eventual replacement with Fiberoptic ports for public access such as the old style phone booths, and removal of WiFi networks proliferating everywhere.

What am I doing? I am an environmental doctor and pro se activist filing a Federal Suit against the CPUC California Public Utilities Commission and SDG&E with the JurisDictionary Course by Dr Fred Graves JD and legal research by Ron McDonald, legal and constitutional genius at strategic action plans for this and other important issues of our day. Jonathan Emord’s legal group has been offered the job of taking on the challenge of taking my environmental research and colleagues with medicolegal expertise in this area such as Dr Wm Rae MD AAEM director of the Dallas Environmental Health Center. We will also move from a local to national level attacking not only other state agencies and utilities but also proceeding against business and neighborhoods who refuse to remove smart meters that pollute our families and ourselves.

This is no small task, to take on the powerful utilities and control freak agencies with other agendas. However the alternative is total lack of personal privacy and irradiation causing the same micronuclei and DNA damage, premature aging and cellular pathology. Electrosmog ELF changes are similar to ionizing radiation from Chernobyl or Fukushima’s ionizing radioisotope particles, with health deterioration and behavioral problems, premature illness and death. We have really no choice but to stand up and take on corrupt government and authoritarian profit driven corporations with UN Agenda 21 driven population control plans. Join the fight, realizing that inaction and silence are complicity with this privacy and electro-pollution environmental extinction level event.

Tuesday August 30th 2011, I have hired an electrician to remove the Smart Meter and bolt it down with tags to prevent tampering with a safe analog meter. I will pay 100 % of my power bill but will not be bullied and irradiated in my own home by unwarranted privacy invasion and health dangers of high energy ELF polluting transmitter on my home or my neighbors homes.

I am available for interviews my phone or on camera, and may need a film crew if they try to cut my power or have police visit my premises to force reinstallation of the SDG&E smart meter transmitter.

‘Smart’ Meters Explode, Cause Fire in Santa Rosa Mall

ANTA ROSA– It was confirmed today that an electrical fire which led to the evacuation of downtown Santa Rosa Plaza last Thursday evening was caused by a bank of newly installed PG&E ‘smart’ meters. Reported by the Santa Rosa Press Democrat last Thursday, the mainstream media has so far neglected to include that the source of ignition was indeed at least 3 ‘smart’ meters within the utility room. Reached for comment, Santa Rosa Fire Dept. battalion chief Jack Piccinini told SSM! that ‘all the electric meters within the room where smart meters. An electrical arc occurred that started the fire.” The Press Democrat reported:

“When firefighters arrived, they found smoke and flames coming from a room of electrical panels on the mall’s east side, near the Third Street underpass.

Three of the panels that supply power to the Disney Store, Eddie Bauer and a vacant room “literally blew up,” said Jack Piccinini, battalion chief with the Santa Rosa Fire Department.

‘Whatever shorted them out was quite significant,” he said. “I’m not an electrician so I won’t guess what it was.’”

The official report from the Santa Rosa Fire Dept. states:

“On investigation, ME01 found 3 PG&E meters that had blown off the electrical panel causing damage to the interior wiring of the electrical panel. A fire was still smoldering but left in place until the arrival of PG&E.”

The Santa Rosa Fire Department’s incident report cites ‘arcing’ caused by ‘failure of equipment.’ Whether the cause of the arcing was related to faulty installation or inherent flaws within the ‘smart’ meters themselves is not known at this time. In a Stop Smart Meters! exclusive interview in January with the ‘Wellington Whistleblower’, a former employee of the firm contracted to install PG&E’s ‘smart’ meters alleges unsafe installations:

Though the procedure is relatively simple, if you get it wrong this can lead to arcing, shorts- even house fires. The blades on the back of the meter have to be aligned properly with the jaws on the socket the meter gets placed in. I kept hearing one of the managers say, “you guys weren’t trained properly.”

In light of the series of cost cutting (and profit boosting) measures that led to the San Bruno blast last September, questions are sure to be forthcoming regarding the Public Utilities Commission’s actions regarding this incident and the many other fire safety issues that have been reported in connection with ‘smart’ meters both here and abroad as compiled by the EMF Safety Network. There is also growing concern from firefighters as well as electrical engineers that the ‘smart’ meters indeed pose a fire hazard.

At press time, neither PG&E nor the CPUC had returned calls seeking comment on this incident.

IAFF Position on the Health Effects from Radio Frequency/Microwave (RF/MW) Radiation in Fire Department Facilities

The International Association of Fire Fighters’ position on locating cell towers commercial wireless infrastructure on fire department facilities, as adopted by its membership in August 2004 (1), is that the IAFF oppose the use of fire stations as base stations for towers and/or antennas for the conduction of cell phone transmissions until a study with the highest scientific merit and integrity on health effects of exposure to low-intensity RF/MW radiation is conducted and it is proven that such sitings are not hazardous to the health of our members.

Further, the IAFF is investigating funding for a U.S. and Canadian study that would characterize exposures from RF/MW radiation in fire houses with and without cellular antennae, and examine the health status of the fire fighters as a function of their assignment in exposed or unexposed fire houses. Specifically, there is concern for the effects of radio frequency radiation on the central nervous system (CNS) and the immune system, as well as other metabolic effects observed in preliminary studies.

It is the belief of some international governments and regulatory bodies and of the wireless telecommunications industry that no consistent increases in health risk exist from exposure to RF/MW radiation unless the intensity of the radiation is sufficient to heat body tissue. However, it is important to note that these positions are based on non-continuous exposures to the general public to low intensity RF/MW radiation emitted from wireless telecommunications base stations. Furthermore, most studies that are the basis of this position are at least five years old and generally look at the safety of the phone itself. IAFF members are concerned about the effects of living directly under these antenna base stations for a considerable stationary period of time and on a daily basis. There are established biological effects from exposure to low-level RF/MW radiation. Such biological effects are recognized as markers of adverse health effects when they arise from exposure to toxic chemicals for example. The IAFF’s efforts will attempt to establish whether there is a correlation between such biological effects and a health risk to fire fighters and emergency medical personnel due to the siting of cell phone antennas and base stations at fire stations and facilities where they work.

Background

Critical questions concerning the health effects and safety of RF/MW radiation remain. Accordingly, should we allow exposure of our fire fighters and emergency medical personnel to this radiation to continue for the next twenty years when there is ongoing controversy over many aspects of RF/MW health effects? While no one disagrees that serious health hazards occur when living cells in the body are heated, as happens with high intensity RF/MW exposure (just like in a microwave oven), scientists are currently investigating the health hazards of low intensity RF/MW exposure. Low intensity RF/MW exposure is exposure which does not raise the temperature of the living cells in the body.

Additionally, a National Institute of Environmental Health Sciences panel designated power frequency electromagnetic fields (ELF/EMF) as “possible human carcinogens.” (2) In March 2002 The International Association on Research on Cancer of the World Health Organization also assigned this designation to ELF/EMF in Volume 80 of its IARC Monographs on the Evaluation of Carcinogenic Risks to Humans. (3)

Fixed antennas used for wireless telecommunications are referred to as cellular base stations, cell stations, PCS (“Personal Communications Service”) stations or telephone transmission towers. These base stations consist of antennas and electronic equipment. Because the antennas need to be high in the air, they are often located on towers, poles, water tanks, or rooftops. Typical heights for freestanding base station towers are 50-200 feet.

Some base stations use antennas that look like poles, 10 to 15 feet in length, that are referred to as “omni-directional” antennas. These types of antennas are usually found in rural areas. In urban and suburban areas, wireless providers now more commonly use panel or sector antennas for their base stations. These antennas consist of rectangular panels, about 1 by 4 feet in dimension. The antennas are usually arranged in three groups of three antennas each. One antenna in each group is used to transmit signals to wireless phones, and the other two antennas in each group are used to receive signals from wireless phones.

At any base station site, the amount of RF/MW radiation produced depends on the number of radio channels (transmitters) per antenna and the power of each transmitter. Typically, 21 channels per antenna sector are available. For a typical cell site using sector antennas, each of the three transmitting antennas could be connected to up to 21 transmitters for a total of 63 transmitters. When omni-directional antennas are used, a cellular base station could theoretically use up to 96 transmitters. Base stations used for PCS communications generally require fewer transmitters than those used for cellular radio transmissions, since PCS carriers usually have a higher density of base station antenna sites.

The electromagnetic RF/MW radiation transmitted from base station antennas travel toward the horizon in relatively narrow paths. The individual pattern for a single array of sector antennas is wedge-shaped, like a piece of pie. Cellular and PCS base stations in the United States are required to comply with limits for exposure recommended by expert organizations and endorsed by government agencies responsible for health and safety. When cellular and PCS antennas are mounted on rooftops, RF/MW radiation levels on that roof or on others near by would be greater than those typically encountered on the ground.

The telecommunications industry claims cellular antennas are safe because the RF/MW radiation they produce is too weak to cause heating, i.e., a “thermal effect.” They point to “safety standards” from groups such as ANSI/IEEE or ICNIRP to support their claims. But these groups have explicitly stated that their claims of “safe RF/MW radiation exposure is harmless” rest on the fact that it is too weak to produce a rise in body temperature, a “thermal effect.” (4)

There is a large body of internationally accepted scientific evidence which points to the existence of non-thermal effects of RF/MW radiation. The issue at the present time is not whether such evidence exists, but rather what weight to give it.

Internationally acknowledged experts in the field of RF/MW radiation research have shown that RF/MW transmissions of the type used in digital cellular antennas and phones can have critical effects on cell cultures, animals, and people in laboratories and have also found epidemiological evidence (studies of communities, not in the laboratory) of serious health effects at “non-thermal levels,” where the intensity of the RF/MW radiation was too low to cause heating.

EMF Safety Network Uncovers Smart Meter FCC Compliance Violations

PG&E has based its radiation (RF) health and safety claims on their assertions that Smart Meters
comply with all Federal Communications Commission (FCC) regulations. The California Public
Utilities Commission (CPUC) has upheld without question or investigation PG&E’s unproven
claims. PG&E must be held accountable for following FCC RF compliance safety rules.

The EMF Safety Network alleges that PG&E Smart Meters violate one or more FCC conditions
that determine RF exposure compliance. The FCC Grants of Equipment Authorization, which
govern the rules upon which FCC compliance is based, warns that RF exposure compliance
depends on specific conditions. The conditions include one or more of the following, depending
on the specific make and model of Smart Meter.

• limited single module approval requires professional installation;
• antenna(s) must provide a separation distance of at least 20 cm from all persons;
• antenna(s) must not be co-located or operating in conjunction with any other
antenna or transmitter;
• end-users and installers must be provided with antenna installation and
transmitter operating conditions for satisfying RF exposure compliance

Network believes that completion of a few weeks of training does not qualify
PG&E’s Smart Meter installers as “professionals.” Based on informal observations,
Network has serious doubts about installer training and professional status. Network suspects
that installers are also not given accurate information about RF operating conditions.

Many Smart Meters are installed within 20 cm of public access. In some cases the meters are
installed inside homes and businesses. In many situations Smart Meters are easily accessible to
the public. This rule is clearly violated.

Smart Meters are widely co-located in banks of multiple meters. Co-location also occurs within
Smart Meters because electric Smart Meters include at least two internal RF antennas. One
antenna is used for the mesh network system and the other is for the Home Area Network (HAN)
systems. Antennas are designed to work in conjunction with the HAN and RF appliances and
with other Smart Meters in a mesh network. Antennas have separate Grants of Equipment
Authorization, which suggests that manufacturers have tested antennas in isolation and
individually, and not in combination, which is how the Smart Meter and the Smart Grid system
were designed to operate.

Network believes “end users,” are the customers. PG&E has not provided end users with
antenna installation and transmitter operating conditions for satisfying RF exposure compliance.
FCC conditions that specify that end users are to have no manual instructions to remove or install
the device confirm Network’s belief that the end user is the customer.

Network alleges one or more FCC exposure compliance violations for the following meters
PG&E is deploying: FCC ID numbers: OWS-NIC514, OWS-NIC507, and LLB6327PWM.

Research into other Smart Meter Grants of Equipment Authorizations indicates there are similar
violations in other utility districts in California. Network is calling for an immediate halt to
the Smart Meter installation in California and a statewide investigation into these FCC
compliance violations. Network further calls for copies of all Grants of Equipment
Authorization for all Smart Meters installed under CPUC jurisdiction, with complete contact
information for laboratory testing personnel responsible for performing RF compliance tests.

Smart Meter Interfering with your Appliances? We’ll be right out. Smart Meter Interfering with Your Sleep? Sorry you’re out of luck.

It was reported in the Marin IJ Tuesday that a Corte Madera resident- Jane Levinsohn- complained to PG&E that after a ‘smart’ meter was installed on her home, her outdoor motion sensor lights were switching on and off for no reason in the middle of the night. PG&E came out and tried using a ‘lower power’ version of the wireless meter, but the interference was still a problem. They eventually replaced it with the old analog meter. This is just one of hundreds- perhaps thousands of cases of electronic interference reported after a wireless meter is installed.

That’s just electronic interference. What about human interference? Despite thousands of requests to remove the meters because people are getting sick, as we and others have been documenting, PG&E- backed by the CPUC, has turned a deaf ear to these complaints. We wonder what exactly they think of the thousands of people like you and me who are reporting headaches, sleeplessness, ringing in the ears, etc.

Do they think we’re crazy?

Do they think we’re just making it up to make their lives difficult?

The viewpoint that people who complain about health effects of wireless technology are just crazy- part of the ‘tinfoil hat brigade’ or are just making it up- that perspective is simply no longer credible.

Why? Because there is now peer-reviewed scientific evidence that certain people are indeed sensitive to microwave radiation at levels far below where the FCC sets its safety limits. Does this really come as a surprise though? Humans and all other living things send and receive electromagnetic impulses on a cellular level. The surprising thing would be if wireless signals did not interefere with human biology.

It’s certainly a sad day when machines get priority over human beings. But that is exactly what we are seeing unfold before our eyes. PG&E, the other utilities, and the telecommunications industry as a whole are burying their collective heads in the sand, and trying to bury evidence that people are getting hurt.

To admit that people, plants, and animals are being wounded by wireless technology means that we need to question this blind rush to a wireless future.

With the mandatory wireless smart meter program, they’ve pushed it too far. And when Republican grandmothers start risking arrest, I think they are beginning to realize it.

Grandmother Arrested During PG&E SmartMeter Protest

Resistance to PG&E controversial SmartMeters heated up in the North Bay Tuesday when a 61-year-old grandmother spent six hours in jail after blocking a truck carrying the devices in Rohnert Park.
Sebastapol resident Deborah Tavares told KTVU she was not an activist and had never been arrested before the Tuesday incident.

Tavares is a land developer and — after her run in with the law during a protest against PG&E’s SmartMeters — a grandmother with a misdemeanor arrest record.
The 61-year-old Tavares and a second woman from Novato were arrested by Rohnert Park police Tuesday morning as they and a group of about a dozen other protesters blocked a semi-truck delivering SmartMeters to a company that installs them for PG&E.

CMP Smart Meter Policy Under Review

State utility regulators saying they’ll review Central Maine Power’s controversial Smart Meter installation policy.

The Public Utilities Commission voted Tuesday to look into whether C.M.P. is being unjustly discriminatory by not providing customers an option to opt out of the program.

The meters are designed to improve customer service and to lower costs but some say the wireless devices could pose a public health risk.

Several cities have moved to stop the installation of the meters altogether.

Cleveland Utilities says “BAH HUMBUG” to its Customers

Customers of Cleveland Utilities, will receive a very large lump of coal in their stockings this year. It will be the gift of a wireless smart meter. This gift giving will continue in the New Year to every home and business that uses electricity. 29.000 smart meters pulsing and pinging radiation to repeaters, collectors, and all through your neighborhood. Cleveland Utilities (Cleveland TN) is telling customers that they cannot refuse their nasty big brother wireless spying smart meter gift that will force radiation inside their homes and businesses, threaten privacy and security, all because they want to save money to go wireless and to shed some meter readers. Nice of them, isn’t it?

Cleveland Utilities says that they will not consider opt outs or wired alternatives at this time. We all know how that can change with enough customer backlash, lawsuits, and state legislation.

We know that what seems so today may be very different tomorrow, and so the customers of Cleveland Utilities must not back down in their determination to refuse wireless smart meters. These radio frequency meters are currently causing utility office shut downs, hearings before utility commissions, opt out legislation by CA Assemblyman Jared Huffman, public protests by mothers and other concerned citizens of the California PG&E utility. In Texas, Maine, and other states, citizens are speaking out against the big brother smart meters. Utilities rely on uninformed customers in their smart meter deployment efforts.

Big Brother has arrived in your front room, giving the government the ability to turn the heat up or down

The doorbell rang early this morning and was answered to an employee of the local Hydro company telling us that the ‘hood was being hooked up for “Smart Meter” “a new way to think about electricity”.

For those who would return home after work to flashing electrical appliances, a brochure left in the mailbox would tell them, “As part of the Ontario Government’s Smart Meter Plan, Smart Meter was installed today.”

The electricity to the house would only be cut for a few minutes, the Hydro guy intoned.

As the power would not be cut off for the next half hour, I rushed the column I was working on to IT for posting.

“Your Smart Meter is the first step in building Ontario’s new smart metering system and a key step in building a culture of conservation,” read the card they left in my mailbox. “By the end of 2010 every home and small business in Ontario will have a Smart Meter.”

There was little comfort in the statement: “For now, nothing will change.” The new meter will continue to work just like my current one. “There will be no immediate change to how your electricity rates work, or how you will be billed.”

But even a cursory leaf through the government’s Smart Meters booklet told me how dramatically things, including Mr. Edison’s incandescent light bulb, have changed for people everywhere: “Replace your most frequently used incandescent bulbs with compact fluorescent light bulbs (CFLs) which use 75 percent less power and last up to 10 times longer,” is the government’s edict.

There were shades of UN poster boy Maurice Strong who wants us not to eat meat or use air conditioning: “Consider a fan first for cooling. Ceiling and portable fans cost pennies to operate, and can either replace or reduce your need for air conditioning.”

“Keep your curtains closed to keep the summer heat out and the winter heat in. But you can open them on sunny winter days to take advantage of solar heat.” (Mighty big of them!)

Almost overnight, Big Brother has arrived in your front room, giving the government the ability to turn the heat up or down.
